سند رونق و جهش تولید اصناف توسط سازمان منطقه آزاد ماکو تدوین می شود

مدیرعامل شرکت سرمایه گذاری و توسعه ماکو در پیامی که بمناسبت روز ملی اصناف منتشر کرد از آماده سازی سند رونق و جهش تولید اصناف خبرداد و این سند را نقشه راه روشنی برای فعالان اقتصادی خواند.

در متن این پیام آمده است: اصناف در همه ادوار به عنوان وسیع ترین بخش اقتصادی نقش موثر و تاثیرگذاری در کشور داشته و می بایست از پتانسیل عظیم آنها برای بهبود کسب و کار و اشتغال استفاده بهینه کرد .
اصناف به دلیل ارتباط مستقیم با مردم اهمیت ویژه ای در پویایی اقتصاد مردمی دارند و بخش عمده ‌ای از فعالیت های اقتصادی در چرخه و زنجیره تولید، نگهداری، حمل و نقل، فرآوری، عمده فروشی و در نهایت خرده فروشی کالاها و خدمات از گذشته دور، توسط واحدهای صنفی شناخته شده تحت نام اصناف، انجام شده است .

اصناف بزرگترین بخش اقتصادی بعد از نفت هستند و حدود بیش از ۳ میلیون واحد صنفی در زمینه‌های مختلف تولیدی، توزیعی، خدماتی و خدمات فنی در گستره وسیعی از فعالیت‌ها در زنجیره تامین عرضه محصولات حضور دارند. جامعه صنفی کشور با در دست داشتن حدود یک پنجم از تولید ناخالص ملی ، حدود نیمی از اشتغال کشور و بیش از نود درصد شبکه توزیع و هزاران واحد تولیدی کوچک و بزرگ، بی شک در خط مقدم عملیاتی نمودن اقتصاد مقاومتی حضور پررنگ و شایان توجهی دارد.

اصناف بازوی توانند تولیدکنندگان کشور هستند و در اصلاح و تسهیل سیستم توزیع شبکه‌های آن و اتصال خود به مراکز تولید و البته با کاهش فاصله بین تولیدکنندگان ومصرف کنندگان می توانند نقش موثرتری ایفا کنند.

اصناف کلید موفقیت برای توسعه اقتصادی بوده و به یقین‌ برای داشتن اقتصادی پویا و سالم، بهبود فضای کسب و کار، ایجاد اشتغال و حرکت مستمر در مسیر توسعه پایدار، باید به آنها توجهی ویژه داشته باشیم تا با همت همه فعالین اقتصادی و یک برنامه ریزی اصولی و مدون از تنگناهای اقتصادی کنونی و تحریمهای ظالمانه استکبار جهانی، و شرایط فعلی کرونایی به سلامت عبور کنیم. در صورت آماده شدن فضا و بستر رقابتی در چرخه اقتصادی، فعالیت اصناف باعث افزایش سرعت گردش کالا، خدمات و نقدینگی می‌شود که این امر افزایش رشد و توسعه اقتصاد کشور را به دنبال داشته و در صورت برنامه‌ریزی و سیاست‌گذاری مناسب، اصناف می توانند به عنوان موتور رشد اقتصادی عمل کنند.

در سازمان منطقه آزاد ماکو نیز برنامه های متنوعی برای اصناف در نظر گرفته شده است،

حدود ده هزار صنف در منطقه آزاد ماکو داریم که پیگیری و پایش مشکلات آنان خصوصا در رابطه با روان سازی ماده ۱۳ قانون چگونگی مناطق آزاد و پیگیری مشکلات اصناف با بانکها و سازمان امور مالیاتی بطور منسجم و در قالب تیم های عملیاتی انجام می شود.

به دنبال آن هستیم تا منطقه پیشران توسعه فعالیت های ICT در حوزه اصناف بوده واحدهای صنفی موجود مکانیزه شده و فناوری‌های نوین بهره‌مند شوند. روی افزایش کیفیت ارائه خدمات اصناف برنامه ریزی می کنیم و ارتقا نوع ارتباطات تجاری آنها ، نوع برخوردها با شهروندان و گردشگران ،آشنایی به تکنولوژی روز، ، ارائه آموزش‌های لازم در حوزه کاری ، برگزاری سلسله جلسات آموزشی و تخصصی، در اولویت برنامه هاست تا اصناف منطقه را برای حضور در یک منطقه آزاد و بین المللی تقویت کنیم . همچنین ایجاد و توسعه لجستیک واحدهای توزیع در دستور کار قرار دارد .

در سال گذشته آیین نامه موضوع ماده ۸۸ قانون نظام صنفی نیز برای اولین بار در منطقه اجرایی شد و در مجموع هشت کمیسیون نظارت بر سازمان های صنفی در محدوده برگزار و تصمیمات لازم اتخاذ گردید. همچنین در روزهای آتی با برنامه ریزی و نظارت این سازمان انتخابات اتاق های اصناف در هر سه شهرستان برگزار خواهد گردید. که امیدوارم اصناف منطقه حضوری با شکوه در این انتخابات داشته باشند تا مسایل صنفی خود را از طریق نماینده های شایسته خود پیگیری نمایند.

در سال جهش تولید، در فروردین ماه سال جاری از سند جهش تولید منطقه رونمایی کردیم از آنجاییکه شکل‌گیری فعالیت صنعتی یا تولیدی و ایجاد اشتغال در واحدهای صنفی ارزان‌تر از صنعت است لذا برخی از واحدهای صنفی نیز در حوزه تولید مشغول به کار هستند، لذا سند رونق و جهش تولید اصناف در حال آماده سازی بوده و این سند نقشه راه روشنی را برای ما ترسیم خواهد کرد.

ضمن تبریک صمیمانه به مناسبت اول تیرماه در تقویم ملی بنام روز اصناف یاد آوری می نمایم با شیوع ویروس کرونا اهمیت و نقش اصناف و همراهی آنان با مردم ، مثل همیشه بیش از پیش نمایان شد و در این شرایط در کنار مردم سختی‌های مسیر را با وجود مشکلات زیاد پیمودند اصنافی که باید تعطیل می کردند جهت سلامت مردم داوطلبانه تعطیل کردند و آنهایی که باید فعالیت می کردند خطر را به جان خریده و با فعالیت‌های خود از آلام جامعه کاستند تا مردم نگرانی از بابت تامین مایحتاج خود نداشته باشند و از نظر اقتصادی روزهای سختی را پشت سرگذاشتند . این فرصت را مغتنم شمرده از همه صبر و زحمات جامعه صنفی منطقه آزاد ماکو تشکر فراوان نموده و بر این باورم که بدون شک برای داشتن اقتصاد پویا بایستی صنوف مورد توجه قرار گرفته و کاستی‌های آنها جبران شود . انشالاه به مناسبت بزرگداشت این روز، مراسمی پس از انتخابات اصناف برگزار و ضمن تقدیر از صنوف برتر و روسای اتحادیه ها در فعالیت‌های مختلف و اعلام سیاست ها و برنامه ها به روسای جدید اتحادیه ها ، رفع مشکلات واحدهای صنفی را نیزاحصا و رفع آنها را به کمک اتاق اصناف و دیگر مسئولین خدمت گزار منطقه تا حصول نتیجه پیگیری خواهیم کرد.
